S82 Consulting is an independent Scottish SME formed in 2020.

Donald Bell BSc CEng FICE MCIHT Eur Ing - Principal

Donald brings over 35 years' blue chip Scottish, UK and international engineering consultancy experience, leading major infrastructure and advisory projects and also winning landmark bids and frameworks. He is currently Chair of the Institution of Civil Engineers (ICE) in Scotland.

He set up S82 Consulting as an independent consultancy, focused on using his experience and skills to create better infrastructure outcomes. Since then, he has successfully delivered diverse commissions including strategy development, active travel, O&M advisory, technical leadership and major bid support for a client base that includes the public and private sector. 

S82 Consulting brings particular skills in the softer side of projects - the context and wider societal trends - the added value that brings real understanding in project delivery and winning tenders.

He held director level roles for over 15 years with Jacobs, CH2M and Halcrow.  These included business development, regional leadership, road and cycling infrastructure, asset management, environment, performance auditing of operations & maintenance, procurement and research.

Donald has a strong track record of creativity and inter-personal skills - he created the concept for, and helped deliver, the BCIA award-winning Academy9 educational programme for Transport Scotland -  and is also a skilled facilitator. He is a Fellow of the ICE and sits on the University of Glasgow's Industry Advisory Board. In 2023, ICE Scotland recognised his input, presenting Donald with their Outstanding Contribution award.
